Original Character - Lutra
Hero
Brief History. The otter race was the result of genetic experiments by humankind, leading to a vast increase in the otter's intelligence and longevity. After being declared a sentient species by the Shadow Proclamation, they migrated to an ocean world designated Ottiria and built a library the size of Wales (among other things). Lutra worked at the library after completing university, and met the Doctor during an incident with an Osirian mummy. Since then, the Doctor has regularly returned to Ottiria in many incarnations and with many companions to enjoy its liberal atmosphere and natural beauty and (usually) peace and quiet, regularly encountering Lutra. Lutra briefly travelled with the Eighth Doctor, before returning to the Library where his off-world experience aided his ascent to become one of the Chief Librarians. He still encounters the Doctor, and is always ready to help should needs be - the Doctor sometimes uses the Library for researching obscure topics, such as the Osirian artifacts known as the Capstone and the Machine. Lutra is also keeping one of the Doctor's companions in stasis to prevent a genetic mutation from killing him. Lutra has also operated a student exchange programme with the Academy on Gallifrey during Romana's presidency. Post-time-war, the Great Zero was constructed in the Library, acting to induce stability across timelines, in a similar manner to the Eye of Harmony.
Personality
Lutra cares greatly for the Library, and the knowledge it contains. While he is reluctant to delete anything from the holobooks, he knows some things are better not known, and keeps a restricted section for specific knowledge. He is never seen without his holonotebook or nil-o-grav field, which is a requriement of only being a metre tall. He also doesn't understand some metaphors, and often uses 28th century slang.

Iris Wildthyme (Walking the Line)
History: Her TARDIS is a bus and she travels with companions who are frequently male, gay and abducted. She is in love with the Doctor, and often makes ludicrous claims about him, including: that he loves her; that she once played strip Mornington Crescent with one of his more attractive male companions - and won; that her adventures are more real than his, and so on. Her arch-enemies include the Naxians, the Mistress and Captain Jock Strap. She has met Lutra. All other background details are currently unknown.
